Strategy #1:

Pretty straightforward. Drive the road along the circumference of the level west to the bridge. Use the R-button speed boost as much as you want. Once you're across the river, transform and jump down to the ground under the bridge and head along the road to the dock. Jump the convenient ramp and head towards the ship. If you aim right you'll come up on another ramp you can make a jump with, but if not it may be easier to transform and jump over the shipping containers a couple times rather than drive around everything.
