Strategy #1:

The main way to do this is to use the staircases along the side of the road as ramps. When you hit them use the R-button speed boost. If you're approaching the last one, don't jump it, pass it by, turn around, and jump it in that direction. If you hit at an angle you may end up on the roof or the other side of the street. Return to the main row of staircases but take convenient opportunities to make jumps along the way.
