Strategy #1:

Simple if you can fly. Go straight ahead down the ramp and then to the left for #1. Continue out from below the overpass, head left a bit around the building and then right again. Follow the radar straight to #2 in the park. Head towards the next one, you'll have to fly between the tall buildings a bit, and fly down to the ground (or just transform and fall) for #3. Point in a general north or northeast direction and strafe right to the four lane road, then head forward while ascending. The radar will show #4 coming up on your right. Grab it and keep going around the building it sits on, then once more head straight while ascending. #5 is at the very top of one of the skyscrapers.
