Strategy #1:

There are a lot of ways to go here, really. Jump over the bridge and run foward through the water, jump over the low roof to the left, then jump down to the street. Turn right, transform, and R-button speed boost to the second intersection. Turn right and drive past the stairs, then transform and jump up to the roof where the goal is.

Strategy #2:

Turn to your left. Jump up the side of the building using the climb button to grab hold so you can jump again. At the top, transformer to car mode and use the R-button boost to get to the roof of the building across the street, just to the right of the very tall building. The building straight across the next street is too tall to climb quickly, but a bit to the right of it the roof is low enough to jump up to, then you just have to run or drive back over to the left to where the goal is. Driving is faster of course, it's slightly faster still to drive the short distance to the low wall then transform again and jump over it to the goal.
