Strategy #1:
You start out at a fork intersection with six traffic lights. Destroy them and travel up one of the forks. Turn at the intersection and then the next one so you return to where you started. Destroy all the lights as you go, and keep traveling around the block in a circle. You can destory the lights by hitting them, especially using a helicopter, but it can be easier to just shoot them out.
